Republic Act. No. 1169 (as amended) established the Philippine Charity Sweepstakes Office (hereinafter, PCSO), as the principal government agency for raising and providing funds for health programs, medical assistance and services, and charities of national character. It also expressly authorizes PCSO to hold and conduct lotteries and other similar activities in such frequency and manner in accordance with rules and regulations determined by its Board of Directors.
In pursuit of its mandate and directives of the President of the Philippines, the PCSO Board of Directors approved the Game Experimental/Test-Run BingoMilyonaryo for one (1) year through Board Resolution No. 412 series of 2012 based on Board Resolutions No. 254 and No. 293 series of 2012 and in accordance with recommendations of the General Manager, PCSO Legal Department, Office of the Government Corporate Council (OGCC).
The Philippine Amusement and Gaming Corporation (PAGCOR) is the principal government agency mandated under Presidential Decree No. 1869 to regulate, authorize and license games of chance, games of cards, and of numbers, particularly casino, gaming to raise revenues of the government's socio-civic and national development programs, and promotion of the tourism industry.
PAGCOR issued COMNET Management Corporation (COMNET) a Grant of Authority (GOA) to establish, maintain and operate BingoMillions within the Republic of the Philippines though the use of a technology delivery platform which includes gaming platform, broadcast platform and a dedicated and encrypted gaming channel.
PAGCOR has expressly and completely agreed to allow the PCSO to succeed PAGCOR and take over the existing unexpired term of COMNET's GOA pursuant to and in compliance with the Republic Act. No. 1169.
